Officially, we are currently in the early stages of being able to develop functioning teleportation. The problem with current teleportation technologies is that it destroys the original and creates a copy, meaning the transference of entire human armies across the battlefield would be extremely unethical.
Russia, for example, is currently working on a $1.4 trillion program to make teleportation possible by 2035. If it does, it will change the face of battle for whoever possesses said technologies, since the problem of mobility, which comprises a large chunk of the problem during battlefield situations, will be rendered almost obsolete.
