A strategic concept that extends the DIME abbreviation to include finance, intelligence and law enforcement. Finance is essentially the acquisition of capital; being in the position to be able to acquire the funds necessary to use pay as a form of motivation. Intelligence is knowing things, both as the total output of intellectual activity in a said country as well as the set of government institutions tasked with finding stuff out and figuring out complex problems. Law enforcement is the front line when it comes to the civilian, internal side of society. Sometimes the greatest existential threat to a society is domestic instead of foreign, and a strong law enforcement element is key to dealing with this threat.
