A war in which the survival of the nation is not at stake, meaning only partial amounts of resources are devoted to fighting it and therefore there is no need to mobilize the entire country for an all out war. Think of when a country the size of the US, Russia, China, etc. invades a country or sponsors a coup in a country 1/10 it’s size, either by itself or together with a coalition of over a dozen other countries.
